这栋监狱是60年前所建，而且收容的是未定罪的嫌疑犯。她们穿着黄色的球衣，在监狱内自己洗澡、煮饭，在狭窄的空间运动。

雷蒙 (Raymund Narag) 在20岁时曾因被指控谋杀一名年轻人而被关进这栋监狱，但他根本没犯罪。长达7年的时间，他跟其他30名狱友挤在5人牢房内，食物只有鱼干能吃。

终于出狱后，他到美国的南伊利诺大学学习刑事司法，并出了一本叫《Freedom and Death Inside the Jail》(狱中的自由与死亡) 的书。

他写道：「将近7年的时间，我在牢中每个清醒的时光，都在体验死亡。」

他看到有狱友因为空间过度拥挤，被迫以扭曲的姿势睡觉而引发中风。狱中的供餐被狱友认为是「给猪吃的」，而且供餐时间完全不固定。食物品质糟糕而且分量极少，导致很多人必须偷其他人的食物。

脏乱的环境、缺乏食物和水以及高温也让很多人在狱中生病。

无聊也让狱中的男人们变得忧郁，甚至产生心理疾病。

雷蒙也描述了一名叫法兰西斯的狱友的状况，并表示他的故事只是狱中数百个类似的故事之一。法兰西斯被指控猥亵一名女孩，他辩称自己是无辜的，后来被送到奎松市监狱。

「他发现自己待在一个30平方公尺的牢房，跟180个狱友分享空间。缺乏空气的小房间充满臭气──混杂着汗水、垃圾跟没洗的衣服的味道。他看不到床或是床垫，只有一个小小的角落，给予他两种能睡着的选择──靠着墙站或是缩在潮湿的地板上。」

 

在2002年离开监狱后，雷蒙就下定决心要将监狱中的所见所闻描述出来：「光是到奎松市监狱的牢房走一趟，你就知道这个司法机构距离正常的监狱标准差了多远。」
